Probe into Indian train tragedy finds organisers had no permission

Two months after 61 people were mowed down by a speeding train in the Indian city of Amritsar, a probe has found that the event was organised illegally. 

The incident was the country's worst rail disaster this year. 

The victims were standing on railway tracks watching celebrations for Dussehra -- a Hindu festival marking the triumph of good over evil.
